News: Drive on cards against illegal buildings on DLF-3 EWS plots-19-12-2020
GURUGRAM: Terming them “structurally unsafe” and a reason for “excess load” on civic infrastructure, the department of town and country planning (DTCP) has called for joint action with several government bodies against illegal buildings on plots for the economically weaker section (EWS) in DLF-3.
During recent inspection visits, the district town planner (enforcement) RS Batth, along with his team, spotted that the plot owners have violated the norms by 100% ground coverage, constructing 6-7 storey buildings and combining two or more plots to use the premises for commercial establishments like offices, grocery shops and restaurants.
The developer didn’t respond to TOI’s calls and messages for a comment.
The department has now written to DLF, the developer of the colony, and has sought from the developer a plot-wise list of the area, details of ownership transfers and action plan for suspension of services provided to the property owners who have constructed buildings having more than permissible height with additional floors. DTCP plans to launch a drive against such illegal buildings jointly with DLF, Municipal Corporation of Gurugram (MCG), discom, police and Haryana Shahari Vikas Pradhikaran (HSVP).
In the letter sent on Friday, Batth said the licenses for residential plotted colonies are granted as per the provisions of the Haryana Development and Regulation of Urban Areas Act, 1975, and Haryana Development and Regulation of Urban Areas Rules, 1976, wherein EWS category plots in licensed colonies are sanctioned to the extent of 15%.
"While approving the zoning plan, it has been categorically mentioned that only one dwelling unit is allowed in this category of plots (EWS). Further, 66% of ground coverage and 2.64 floor-area ratio (FAR) is allowed as per the prevailing policy,” he said.
Batth said during the visits made by him and his team to DLF-1, DLF-3 and Suncity, it has been noticed that terms and conditions of the licence and the rules are being blatantly flouted. “It has been observed that owners have a tendency to carry out violations in their buildings after obtaining occupation certificates, but in DLF-3, the rules are being flouted to a great extent,” he said.
Batth added, “We are planning action regarding such buildings jointly with the help of the licensee, MCG, DHBVN, police and HSVP. This requires a comprehensive analysis of the issue to take strict action against these structures.”
Even after issuing notices, sealing and even demolition drives and encroachment removal drives in DLF-3, the owners continue to violate the rules, residents said. The structurally unsafe buildings have lead to parking problems and put load on the civic infrastructure as well.
