News: FIR against 6 HSVP officials for club project irregularities-21-11-2020
GURUGRAM: City court has directed Sector 56 police to register an FIR against six Haryana Shahari Vikas Pradhikaran (HSVP) officials for irregularities in construction of a country club in Sector 56 and arbitrary increase in project cost. The officials are accused of releasing inflated amounts to the contractor even before completion of the work.
HSVP had given a contract of Rs 11.88 crore to Guru Nanak Engineering Service for the construction of the Country Club that had to be completed by 2017, but inspite of imposing penalty for failing to complete the project within the deadline, HSVP released additional amount of Rs 19.60 crore for the incomplete project in October 2017.
The matter came to light after city-based RTI activist Harinder Dhingra filed a complaint in the Gurugram court highlighting the irregularities in the construction of the country club and arbitrary increase in the cost in violation of the set guidelines.
Taking cognisance of the complaint, additional session judge Ashwani Kumar on Friday said, “In view of the facts incorporated in the complaint coupled with voluminous documents which have been enclosed, this court finds that without proper investigation justice cannot be done in this case for which lodging the FIR is prerequisite.” The court directed the station house officer (SHO) of Sector 56 police station to file FIR in the case within 24 hours and start investigation.
According to sources, owner of Guru Nanak Engineering Service, executive engineer Bhoop Singh, sub-divisional engineer Tej Bhan Sharma, junior engineers VK Sharma and Baldev Singh, superintendent engineer AK Makhan and chief engineer TD Chopra are likely to be booked for cheating and fraud.
In 2014, the state government announced the construction of the country club. The building plan included a healthcare facility, a spa, a swimming pool and other recreation facilities in Sector 56. HSVP awarded the tender for the construction of the club to Faridabad-based Guru Nanak Engineering Service in June 2015 for Rs 11.88 crore. The work was supposed to be completed in 15 months and the contractor was supposed to provide five years of free maintenance work after completion of project. “HSVP officials with their malafide intention to cause wrongful loss to the government, approved Rs 19.60 crore for the contractor even when the project had crossed its deadline and was not completed.
HSVP officials did not respond to calls and messages to get their versions for the story.
