News: Haryana government to allow registration of property from anywhere-17-07-2020

Under this system, the buyer of a property in Haryana would actually be able to register it at a place of convenience in the state as it would not be mandatory to visit the concerned district or tehsil, where the property is actually situated.

CHANDIGARH: In a move to ease the process of registration of sale deeds or properties, the Haryana government will soon launch a centralized system of land records that will allow registration of properties from anywhere in the state.

Under this system, the buyer of a property in Haryana would actually be able to register it at a place of convenience in the state as it would not be mandatory to visit the concerned district or tehsil, where the property is actually situated.

The project to digitize the land records of the entire state is going on and is expected to be completed by the end of this year. Haryana, which will be the first state in the country to create a centralized system for its land records, will implement the new system of property registration by early next year.

Confirming this, Haryana deputy chief minister Dushyant Chautala said that the revenue department has already minimized human intervention in the tehsils by implementing the concept of e-registry across the state.

The centralized system would reduce human interference to bare minimum and any buyer of property could register it from any tehsil in the state after the digitization of land records is completed. At present, the buyer and the seller have to appear before the tehsildar of the area, where the property is located, for the sale to be completed. Under the new system, a person in Gurgaon who is buying a property in Panchkula would not be required to travel to the Panchkula tehsildar’s office for registration of the property. The buyer would be able to register the property in Gurgaon itself.

Dushyant, who also holds the portfolio of revenue and disaster management department, said the digitization of land records is yet to be completed in 13 sub-tehsils and these have been instructed to complete the same expeditiously.

The Haryana government is also working on war footing to eliminate the Lal Dora system from villages. The deputy CM said Karnal’s Sirsi was the first village in the state where the Lal Dora system has been completely eliminated. In the first phase, it has been decided to end the Lal Dora system in 100 villages before August 15. Once the mapping of these villages is completed, a title would be issued to every owner of the property in that village. The state is taking the help of Survey of India for this process.
