News: Uttar Pradesh lets development authorities approve land-use changes for plots up to 6,000 sqm-02-10-2026
The Uttar Pradesh Cabinet has empowered development authority boards, including the Ghaziabad Development Authority (GDA), to approve land-use changes for plots of up to 6,000 sq metres. This removes the state-level clearance earlier needed for such parcels, which could take months and add to developers’ holding costs.
Experts say shorter, more predictable approvals could particularly help small and mid-sized projects, bring more plots into the development pipeline, improve viability and let construction start sooner. The Cabinet has also recently halved land-use change and conversion charges across several categories, and the two decisions are expected to help the GDA process maps and layouts faster.
Media reports said that in December 2025 the state vested boards with power to approve conversion of agricultural land for townships to residential use, but only for projects under the Chief Minister Urban Expansion New City Promotion Scheme. The latest decision extends approval powers to parcels of up to 6,000 sq metres.
Conversion charges have been revised as follows: agricultural to industrial, 15% of circle rates from 20%; residential, 25% from 50%; institutional, 50% from 100%; commercial, 75% from 150%; and mixed-use, 65% from 125%. Officials said lower fees will speed up construction and ease the financial burden on buyers and developers.
Santhosh Kumar, Vice Chairman of ANAROCK Group, said the impact should be highest in NCR markets such as Noida and Ghaziabad, where launches fell sharply in Q2 2026, and could be felt in residential and commercial segments. He said plotted, low-rise and mid-segment housing, which suits smaller parcels, is likely to benefit most, while plots above 6,000 sq metres will still need state-level clearance.
Deepak Kapoor, director of Gulshan Group, said the change could unlock plots, such as commercial ones, whose value is not fully realised because demand in the area favours residential development.
