News: Haryana plans to list banned land uses instead of permitted ones in development plans-02-10-2026
The Haryana Department of Town and Country Planning (DTCP) has proposed replacing the list of permitted activities in its land-use regulations with a list of prohibited ones. Activities not specifically barred in a zone could then be considered, subject to other statutory approvals, officials said.
DTCP issued a public notice on Wednesday inviting objections and suggestions within 30 days. The change would apply to residential, commercial, agricultural and other zones in development plans across the state, including those administered for Gurugram, Faridabad, Panchkula, Sonipat and Hisar.
At present, Appendix A of development plans classifies land uses and Appendix B lists permitted activities in each zone. Appendix B would instead list prohibited activities, and Appendix A would be deleted from the explanatory notes of published plans.
A senior DTCP official said the aim is to make it easier for landowners to get permission for activities not prohibited in a zone, with all normal statutory requirements still applying. Under the draft, housing, industries and IT parks stay prohibited in commercial zones, while commercial colonies and red-category industries are barred in agricultural zones.
