News: Delhi HC names former CJI Sanjiv Khanna to head committee on Gurugram Greenopolis buyers’ claims-30-09-2026
The Delhi High Court on Tuesday formed a monitoring committee headed by former Chief Justice of India Sanjiv Khanna to oversee claims of about 1,650 homebuyers hit by the stalled Greenopolis project in Sector 89, Gurugram. A bench of Justice Anup Jairam Bhambhani also named retired Delhi Higher Judicial Service officers HS Sharma and Ajay Kumar Kuhar to the panel.
The committee will verify the list of genuine buyers, examine competing claims over properties attached by the Enforcement Directorate (ED) and facilitate restitution to eligible claimants. The court said the large number of claimants and competing claims over attached assets made such a committee appropriate to speed up relief.
The court was hearing an ED application seeking the committee and challenging a November 2025 trial court order that directed the agency to release bank accounts and properties attached in a case involving former promoters of 3C Shelters.
The dispute dates to 2011, when Three C Shelters, Orris Infrastructure and Three C Universal Developers agreed to develop a residential project on 47.2 acres in villages Hayatpur and Badha. Launched in 2012, it was later abandoned, with around 1,650 units allotted. Complaints alleged that buyers’ money was siphoned off: 3C collected Rs 776.60 crore and Orris Rs 383.06 crore.
ED began its probe after an FIR registered by the Economic Offences Wing in August 2017 and alleged that Rs 214.9 crore went to related entities. The Greenopolis Welfare Association sought restitution of the attached assets, and in November 2025 the PMLA court allowed its plea.
The high court set that order aside, holding that attached properties can be restored only under the PML Rules, and called the direction confused because it also asked the IRP to abide by his undertaking.
