News: Gurugram to Freeze Accounts of 71 Builders Over RERA Dues-30-09-2026
The Gurugram district administration has begun a recovery drive against 71 real estate developers who have not paid nearly Rs 446 crore in penalties and other dues arising from orders under the Real Estate (Regulation and Development) Act (RERA).
The administration plans to freeze the defaulters’ bank accounts and attach their properties. Officials said criminal proceedings could follow against builders who do not pay, with arrest possible where recovery fails.
According to the administration’s recovery data, Ansal Housing Ltd and Ansal Construction Housing Ltd together owe around Rs 91 crore and Raheja about Rs 90 crore. Vatika has dues of nearly Rs 80 crore, Parsvnath around Rs 74 crore, the Ramprastha group approximately Rs 57 crore, IREO about Rs 24 crore and ILD Millennium around Rs 8.59 crore, among others.
The drive follows a long backlog of RERA recovery certificates with the administration. Officials said several have been pending for more than four years, leaving homebuyers waiting for compensation, refunds or interest ordered by the regulator.
Deputy Commissioner Uttam Singh said recovery was being accelerated so that orders in favour of homebuyers do not remain on paper. According to officials, he said pending recoveries make the process "toothless" while the buyer keeps suffering, and that recovery would first be sought from frozen accounts and attached properties.
When a promoter fails to comply with a RERA order on penalty, interest or compensation, the regulator issues a recovery certificate to the district administration and the amount is recovered as arrears of land revenue.
Officials said the exercise will proceed in phases, starting with the larger defaulters, and will be closely monitored. The administration will examine the companies’ assets and bank accounts and coordinate with the revenue and other departments.
