News: DLF to Fund Rs 130-140 Cr Shankar Chowk Flyover, Underpass-17-09-2026
The Haryana government has approved DLF’s proposal to build a three-lane flyover from Ambience Mall to Cyber City and a three-lane underpass from Moulsari Avenue towards Delhi beneath the Delhi Gurgaon Expressway, a senior GMDA official said on Wednesday. The official, who asked not to be named, said a letter of approval will be issued soon.
The two structures are meant to decongest the expressway at Shankar Chowk. A senior DLF official said they are expected to cost around Rs 130 crore to Rs 140 crore, all of which the company will bear. The flyover will be built first and the underpass later. NHAI approval has already been obtained, he said. Work is expected to finish within one year of the project being awarded, with exact dates to be set once the tender is floated.
The proposal went to the state government through GMDA last year.
Under it, the flyover starts at the U-turn underpass on the expressway near Ambience Mall and runs to Cyber City on the Delhi-to-Jaipur side, parallel to the existing flyover and above the service road. Vehicles going from Ambience Mall to Cyber City would avoid conflicts at Moulsari Avenue and Shankar Chowk and with through traffic heading to Gurugram and Jaipur. Those using the underpass near Ambience Mall could also take the flyover towards Cyber City and Iffco Chowk.
The underpass would pass below the expressway and let vehicles from Moulsari Avenue join Delhi-bound traffic in the middle lanes.
A traffic study submitted with the proposal was carried out over 15 days in August last year by a private consultant on behalf of DLF, a company official said. It found that the Delhi-bound corridor carries 24,429 passenger car units (PCUs) in the evening peak hour, with a volume-to-capacity ratio of 1.7. The Ambience Mall service road records 16,163 PCUs in the morning peak and 15,425 in the evening peak.
Evening peak traffic was 13,080 PCUs per hour in both the Udyog Vihar and Cybercity sections. The study said volumes of around 13,000-16,000 PCUs per hour in the Udyog Vihar-Cybercity area require grade separation. Total traffic on the stretch from Delhi is 52,700 PCU per hour, already beyond design capacity, and Moulsari Avenue Junction handles 20,800 PCUs per hour. The study concluded that a flyover and an underpass are essential.
