News: Ocean Seven Loses Sector 69 Affordable Housing Licence-25-08-2026
Allotments made, payments taken, nothing built: that is the basis on which the Department of Town and Country Planning (DTCP) cancelled Ocean Seven Buildtech Pvt. Ltd.’s licence for a 5.4125-acre affordable group housing project in Sector 69, Badshahpur. DTCP also cited non-renewal, failure to build in time and unpaid external development charges (EDC) despite repeated notices.
Director Amit Khatri’s order of August 7 says licence no. 28 of 2018, dated May 2, 2018, expired on May 1, 2023 without a renewal application. A joint inspection on July 7, 2026, after homebuyer complaints, found the site "completely deserted", construction seemingly abandoned long ago, and exposed reinforced-concrete structures decayed by weather and neglect. The four-year deadline under the Affordable Housing Policy, 2013 was missed. Dues of Rs 6.62 crore in EDC and interest as of July 15, 2026, an expired bank guarantee for infrastructure works and missing compliance under certain 1976 rules remain. Licensed land and buildings are deemed to vest in the government, with a full ban on alienation and third-party rights. District town planner (headquarters) Praveen Chauhan said construction hadn’t happened, the licence wasn’t renewed and EDC wasn’t paid.
Buyers say OSB Golf Heights, launched in 2018-19, has five towers and around 500 buyers. Developer representative Arun Yadav said OSB Pvt. Ltd. will challenge the orders as arbitrary, unlawful and against natural justice. HT reported on August 13 that DTCP also cancelled OSB’s Expressway Towers in Sector 109; Yadav then said a high court petition would follow after examining the order.
