News: Maharashtra to Draft Law for Blockchain Land Records-29-07-2026
Maharashtra is preparing legislation to permit blockchain technology in real estate. The proposed law would give legal backing to blockchain-based property transactions and digitised land records, with the aim of making ownership more transparent, cutting disputes and curbing fraud through forged or tampered documents.
Chief Minister Devendra Fadnavis has directed the administration to draft the Maharashtra Digitisation and Exchange of Land Token Assets Act, according to a Times of India report. He has asked for a committee comprising SEBI, BSE, NSE and experts and experienced persons in the field to frame a comprehensive law.
Fadnavis was quoted as saying that tokenising real estate through blockchain would raise its value, that existing laws and practices around the world should be studied, and that Maharashtra is the first state in the country to propose such a law. He said purchase and sale transactions and the pledging of property as loan collateral are currently time-consuming, and that digitising the process in the form of tokens would bring dynamism and help owners identify the hidden value of their property.
How it would work
Records would sit on a blockchain platform in which each transaction is entered in a secure, time-stamped, tamper-resistant ledger. Because the data is stored across a distributed network rather than a database one authority can alter, unauthorised changes become extremely difficult, media reports said.
State officials said ownership disputes, duplicate sales, forged title documents and slow verification remain among the sector’s biggest problems, and that buyers, developers and lenders spend considerable time and money checking records. The government hopes title verification will become faster and more reliable.
Every change in ownership, mortgage or encumbrance could be recorded permanently, giving buyers, lenders and agencies an auditable history. Media reports said this could also reduce litigation over conflicting claims.
