News: GMDA Urges HSVP to Defend Rs 100-Crore Pipeline Arbitration-27-07-2026
The Gurugram Metropolitan Development Authority (GMDA) has urged the Haryana Shahari Vikas Pradhikaran (HSVP) to actively contest an arbitration case in which an HSVP contractor is claiming around Rs 100 crore for alleged delays on the Chandu Budhera water treatment plant to Vatika Chowk pipeline, officials said.
In a letter dated July 10, GMDA said HSVP, the primary respondent, has neither attended the proceedings nor filed a statement of defence, which could lead to an adverse award. GMDA, the secondary respondent, has been defending the case. It also asked for complete project records, saying missing documents were hampering its defence.
HSVP awarded the roughly 18-km drinking water pipeline on December 6, 2012 for about Rs 144 crore, to be completed in 21 months. Land litigation and technical issues delayed it. GMDA took over the master water supply network in 2018 and was made secondary respondent when the contractor moved the Punjab and Haryana High Court in 2021. The court appointed former Supreme Court justice Ashok Bhan as arbitrator in 2025. The contractor seeks compensation for idle labour and machinery.
A senior HSVP engineering official said all documents have been shared with GMDA, which is expected to handle the proceedings since the project was transferred to it.
GMDA said 32 leakages have been repaired since testing began in June.
