News: GMDA Invites PPP Bids to Run Sheetla Mata Hospital-19-06-2026
The Gurugram Metropolitan Development Authority (GMDA) has invited bids to operate and maintain the upcoming Shree Sheetla Mata Devi medical college and teaching hospital in Sector 102 under public private partnership (PPP) mode.
According to the request for proposal (RFP), the operator must start the hospital within 24 months of handover and the medical college within 36 months. The complex comprises an 883 bed teaching hospital and a 150 seat college, built at a total cost of Rs 830 crore. The Haryana government has spent Rs 620 crore on civil construction, and the concessionaire will spend Rs 210 crore on equipment and furniture.
GMDA chief engineer Hemant Kumar said more than 95 percent of civil works are complete and the hospital is ready for handover. The operator will take it on an "as-is-where-is" basis and finish the remaining interiors, equipment installation and operational readiness.
The private partner will pay a fixed monthly rent of Rs 200 per sq metre, an estimated Rs 44.8 crore a year, rising 3 percent annually. Bidders will compete on the highest percentage of gross revenue offered to GMDA. To keep the project viable, the winner may also develop 66,500 sq metre of floor area ratio (FAR) for a super specialty hospital, nursing college, paramedical institutes and related facilities, subject to approvals.
At least 15 percent of beds are proposed to be reserved for Haryana residents under the Ayushman Bharat scheme, and 33 percent of college seats will go to Haryana domicile students at government medical college fees, officials said.
Bidders need at least 10 years of experience running a 500-bed hospital and a medical college with a minimum intake of 100 seats, a net worth of at least Rs 500 crore and average turnover of Rs 300 crore over the last three financial years.
