News: Gurugram Rs 606-Crore Garbage Tender Stalls Over Rate-10-06-2026
The Rs 606 crore tender for door-to-door garbage collection in Gurugram has been put on hold after the Municipal Corporation of Gurugram (MCG) and the bidding agency failed to agree on rates, officials said.
The Haryana government’s high powered purchase committee (HPPC) negotiated with the agency on Tuesday. MCG officials said the agency quoted Rs 3,900 per tonne while the civic body offered Rs 3,000, and the gap led to cancellation of the bid. Commissioner Pradeep Dahiya told HT the tender will be re-issued following due procedure.
The contract, meant to run for five years, covers collection from residential, commercial and institutional premises, segregation and transport to the Bandhwari landfill processing site. The agency must deploy at least 50% of manpower and machinery within 30 days of signing and all of it within 60 days, or face penalties or termination.
The city has been split into two clusters. Cluster-1, pegged at Rs 295.6 crore, covers zone 1 and zone 4 with over 383,000 establishments. Cluster-2, at Rs 311.06 crore, covers zone 2 and zone 3 with around 335,000 units, including houses, shops, offices, street vendors and bulk waste generators.
MCG terminated the contract of the earlier concessionaire, Ecogreen Energy, in June 2024 over alleged poor performance and floated a fresh tender in July 2024. Over the next 18 months it was revised at least five times amid changes in eligibility norms, financial conditions and directions from the Haryana Urban Local Bodies Department, with the model shifting from one agency to four zonal agencies and then to two clusters. The current tender was floated on April 23 after several revisions of the request for proposal (RFP), officials said.
Meanwhile the corporation has relied on temporary agencies. Residents across wards have complained of irregular collection, and officials say monitoring has suffered without a permanent agency.
