News: Gurugram Stilt+4 Approvals Halted After High Court Stay-30-04-2026
Following Monday’s Punjab and Haryana High Court stay, approvals for stilt + 4 floors in Gurugram have been stopped by switching off submissions on "the S+4 portal" and the online building plan approval system (OBPAS), officials said on Wednesday. The department of town and country planning (DTCP) has also begun collecting data statewide.
A 2024 public interest litigation, alleging inadequate infrastructure in residential colonies, led to the stay in Gurugram and an order to remove encroachments per law. Agencies must report by May 1, before the May 4 hearing.
At a Wednesday meeting chaired by the additional chief secretary, town and country planning, the GMDA, HSVP, MCG, HSIIDC and DULB were told to give figures on external development charges and proportionate development charges collected and used. An April 29 memo from the director, town and country planning, asks for "complete details regarding project areas where such amount has been spent."
Agencies must also give timelines for spending current funds, estimates of extra money needed, and details of infrastructure and planning studies, so DTCP can judge if cities can take more housing under the policy.
DTCP further wants encroachment details for internal roads and right of way: drives, removal steps, photographs, stilt floor violations and show cause notices. All of it goes to the high court at the next hearing.
