News: One Parking Slot Per Flat Compulsory in Haryana Housing-09-04-2026
Developers of affordable housing in Haryana must now provide one car-parking space for every flat, under an amendment to the state’s 2013 affordable housing policy. The parking cost has been fixed at 10 per cent of the apartment rate. Until now, builders could decide whether to offer parking.
Directorate of Town and Country Planning (DTCP) officials said the change followed complaints from buyers about parking shortages.
The amendment, signed on April 6 by additional chief secretary, DTCP, Anurag Agarwal, requires one Equivalent Car Space (ECS) per dwelling unit, with slots clearly marked when building plans are sanctioned.
For licensed projects with approved building plans, the builder needs the consent of at least two-third of allottees to apply the rule. Projects that already have an Occupation Certificate (OC) are exempt.
Last month the state raised maximum allotment rates: Rs 5,575 per square foot (PSF) in Gurugram, Rs 5,450 in Sohna and Faridabad, Rs 5,050 in other high and medium potential cities and Rs 4,250 in low potential towns. The balcony charge is Rs 1,300 PSF, up to Rs 1.3 lakhs per flat.
A senior DTCP official said an affordable flat of 600 BHK will now cost around Rs 35 to Rs 36 lakh on average in Gurugram, with parking adding Rs 3.5 to Rs 3.6 lakh.
