News: Haryana Eases EDC Rules in Industrial Licensing Policy-24-03-2026
The Haryana Cabinet on March 24 cleared amendments to the Industrial Licensing Policy-2015 that are intended to rationalise regulation, lower the financial burden on developers and encourage planned industrial development.
An official statement said the changes respond to long-pending industry demands, including representations from the National Real Estate Development Council (NAREDCO).
A key change concerns External Development Charges (EDC). Where an industrial licence was granted in an agriculture zone beyond 500 metres of the urbanisable limit and a completion or part completion certificate has been issued, no EDC will be payable if the land is later included in the urbanisable zone or within 500 metres of it. The non-completed portion will attract EDC at prevailing norms for industrial colonies in urbanisable zones. If a developer seeks specific infrastructure for the completed area, only its actual cost will be charged.
The policy was also aligned with the Change of Land Use (CLU) policy dated March 19, 2021. Industrial colonies and CLU permissions will be allowed in transport and communication zones of published Final Development Plans, up to 25 per cent of the total net planned area of such zones. This also extends to hyper potential and high potential towns, not covered earlier.
