News: DHBVN Orders Faster Net Meters to Clear Solar Backlog-08-03-2026
The Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN) has told its officials and vendors to speed up procurement of bidirectional meters and sort out operational problems slowing rooftop solar installations. The directions were issued at a review meeting chaired by managing director Vikram Singh on Friday.
Singh delegated powers to superintendent engineers to prioritise net meter procurement and keep the meters tested and ready. The devices record both household consumption and surplus solar power fed back to the grid. Vendors were given standard operating procedures (SOPs). Singh said the aim is to release solar connections quickly and process pending applications early under the state scheme.
Officials and vendors identified net meter availability as a major hurdle. Vendors also raised concerns about operational offices, the state financial assistance portal and IT systems, and sought dedicated staff in each office for the Surya Ghar scheme, saying delays in KYC verification and meter installation were holding up projects.
A senior discom official said the state aims to install about 220,000 rooftop plants through DHBVN and UHBVN by March 2027, a target chief minister Nayab Singh Saini also announced in his budget speech on Monday. Till March 4 this year, 59,787 plants had been installed in DHBVN areas against a target of 121,000 by March 2027.
Haryana’s total generation capacity is 15,076 MW, including 1,214 MW of solar, which the state wants to raise to 1,465 MW by May 2027. The Centre gives a subsidy of Rs 30,000 per kW under the PM Surya Ghar Muft Bijli Yojana and the state adds Rs 19,500 per kW.
