News: Finish Development Before Plot Auctions, HRSC Tells HSVP-06-03-2026
The Haryana Right to Service Commission (HRSC) on Friday directed the Haryana Shahri Vikas Pradhikaran (HSVP) to complete development works before putting plots up for e-auction, holding that selling them otherwise amounts to a lapse of service.
The order came on a petition by Faridabad plot buyer Keshav Sharma, who said he was offered possession of an e-auctioned plot although development was incomplete. An HRSC spokesperson said in a statement that this was not in accordance with proper procedure. Works must be finished first so that allottees can start construction on time, the commission said.
It noted that HSVP has earned thousands of crores of rupees from e-auctions in recent years, and that delays cause financial loss and dissatisfaction among allottees.
Using its powers under the Haryana Right to Service Act, 2014, the commission ordered Rs 5,000 compensation to the complainant within 15 days and a compliance report by March 24, 2026. The amount may be paid from HSVP funds and later recovered from the officials responsible.
The commission also advised a review of interest policy. E-auction allottees currently get 5.5 percent annual simple interest, while those allotted plots by draw of lots get 9 percent after three years. It further observed that the allotment letter requires interest if possession is not given within 30 days of application, but in several Faridabad cases this was paid only after its intervention.
HSVP officials did not respond.
