News: Khattar Backs Fund for Stalled Pre-RERA Housing Projects-14-02-2026
Union Housing and Urban Affairs Minister Manohar Lal Khattar said on February 14 that a dedicated fund could be created to revive housing projects approved before the Real Estate (Regulation and Development) Act came into force and now stuck, as the industry has suggested.
Speaking on the second day of the NAREDCO Conclave 2026, he said such a fund could help promoters and homebuyers reach a win-win settlement. NAREDCO proposed a government-backed fund of about Rs 2.5 lakh crore. Khattar said its size and structure can be debated but agreed that timely finance is critical to restarting incomplete developments.
He set out a strategy centred on reviving stuck projects, speeding up affordable housing and unlocking underused urban land. Since banks and financial institutions have not been proactive enough in serving poorer sections, he said, money could be raised through CSR contributions to proposed charitable institutions.
On redevelopment, the government plans to develop nearly 700-750 slum settlements in and around the National Capital Territory. A policy framework is under high-level discussion, and once it takes off affordable housing in the area will get a significant boost, he said.
NAREDCO chairman Dr Niranjan Hiranandani said that for India to become a Viksit Bharat, housing’s contribution must reach 15% of GDP by 2047, and urged quicker policy decisions to promote rental housing at scale for those who cannot afford to buy.
Khattar and NAREDCO president Parveen Jain released a KPMG-NAREDCO knowledge report laying out a sector roadmap. On the first day, Jain had stressed Housing for All, easier finance for builders and buyers, and incentives for rental housing.
