News: Gurugram RWAs Oppose Discoms’ Rs 5,216 Crore Loss Recovery-11-02-2026
United Gurugram RWAs (UGR), which says it represents about 300 resident welfare associations, opposed proposed electricity tariff changes at a Haryana Electricity Regulatory Commission (HERC) public hearing on Monday, alleging that utilities’ projected losses are being used to justify a hike for FY 2026-27.
In a representation signed by conveners Praveen Yadav and Chaitali Mandhotra, UGR urged the commission not to permit recovery of a claimed Rs 5,216.23 crore revenue loss through the Aggregate Revenue Requirement filings of DHBVN and UHBVN. Urban consumers, it argued, should not pay for discom inefficiency and financial mismanagement. It criticised short-term borrowing and power purchase planning, saying long-term procurement could lower rates, and sought a transparent cost assessment and a tariff policy that benefits all consumers.
Mandhotra said domestic consumers generate 80% of revenue and their number grows each year, yet they bear the cost of mismanagement and subsidies, while there is no mention of recovering dues from defaulters amounting to Rs 8,500 crore.
The two discoms have sought to recover a combined deficit of Rs 4,484.71 crore. Their officials said consolidated projected revenue of Rs 52,761.87 crore is Rs 1,605.16 crore more than their requirement, but the FY 2024-25 loss of Rs 5,216.23 crore still leaves a net shortfall.
HERC chairman Nand Lal Sharma, with members Mukesh Garg and Shiv Kumar, heard residents and industry representatives. The commission will decide after all five public hearings; two have been held.
Sharma said HERC would balance consumer and discom interests, ensuring utilities avoid unnecessary spending, stay competitive and do not pass burdens to consumers. They must cut line losses from transmission inefficiency or theft, align with the country’s 2047 roadmap and move to long-term procurement, since power can now be sourced across the interconnected national grid.
Discom officials met UGR representatives and said the concerns were being examined, without detailing any action.
