News: Frame norms for construction of fourth floor in Gurugram: Builders-07-04-2023
: Developers are demanding an upgrade of infrastructure and revival of stilt-plus-four-floors policy in the city. They said there is a need for framing guidelines for construction, environment and other issues related to fourth floors, and blanket ban is not a solution when there is a huge demand for residential floors in the city.
The developers, members of Gurgaon home developers association, met P Raghavendra — the chief of the expert committee constituted to examine stilt plus four floor issue — on Thursday. The members said there is huge demand for four floors in the city and therefore the committee should frame guidelines, upgrade infrastructure and create mechanisms to check violations instead of banning such buildings.
In 2019, when registration of the fourth floor as an independent dwelling unit was allowed, external development charges were fixed and since then the government has collected around Rs 1,000 crore, the members said in a memorandum given to committee.
President of the association Narender Yadav said, “For the approval of fourth floor construction, the property owner pays fee for floor area ratio (FAR) and EDC charges to the government. Apart from that, one per cent additional stamp duty has been charged in the name of infrastructure upgrade since 2009. Also huge amounts are collected in form of external development charges, which are not being utilised in the development of amenities and infrastructure”.
On February 22, the state government decided to keep its muchcriticised policy allowing construction of the fourth floor in licenced colonies and HSVP sectors in abeyance.
Meanwhile the department of town and country planning has extended the last date to submit suggestions on the fourth floor issue by one week and the new deadline is April 13. An order in this regard has been issued by the office of district town planner.
