In his order issued on Tuesday evening, DTCP director KM Pandurang said these two developers submitted “fabricated bank guarantees” and also “forged signatures of bank officials” while procuring the licences for their projects

GURUGRAM: After cancelling the licence of Mahira Homes, the department of town and country planning (DTCP) has now blacklisted two realtors — Mahira Buildtech and Czar Buildwell — for “grave violations” in procuring licences for their four affordable housing projects in sectors 63A, 95, 103 and 104, respectively.

In his order issued on Tuesday evening, DTCP director KM Pandurang said these two developers submitted “fabricated bank guarantees” and also “forged signatures of bank officials” while procuring the licences for their projects. Neither the two developers nor their directors will be issued any new licence in the future. “... it has been decided to blacklist both the realty companies and their directors and shareholders and authorised signatories for grant of any new licences under provisions of Act 8 of Haryana Urban Development Act 1975 in the future,” the order read.

According to DTCP officials, the licence for the Sector 63A project was granted to Czar Buildwell, which submitted “forged documents” to the department. The licences for the other three projects were granted to Mahira Buildtech. The Sector 63A project was also later transferred to Mahira Buildtech.

Pandurang told TOI that all the departments concerned have been directed not to process any licence application of any of these two companies or their directors.

Last week, the DTCP cancelled the licence of Mahira Homes affordable housing project in Sector 68 and recommended the registration of an FIR against Mahira Infratech Pvt Ltd (formerly, Sai Asina Farms Pvt Ltd) for “forging documents and fabricating bank guarantees”.

The move has left around 1,500 homebuyers, most of whom have already paid 100% of the amount to the developer, in the lurch as they are uncertain about getting their homes. On Tuesday, the senior town planner held a meeting with allottees of all the projects of Mahira Infratech and the builder representatives.

The allottees of these four projects are now concerned over getting their homes on time. Some have urged the authorities to investigate if the developers had deposited the amount collected from them in the mandatory escrow account opened under the supervision of H-Rera.

There is hardly any work going on at the site, and it is a matter of great concern for me as I have invested all my savings in a flat. Though the developer is claiming that the project will be completed on time, I have doubts,” said a homebuyer in the Sector 63A affordable housing project.

Despite many attempts, developers couldn’t be contacted.
