GURUGRAM: A developer constructing a building will have to carry out safety audits of the structure for threefour times until the project is complete. This was part of the guidelines on structural safety released by the state government on Friday

At the concluding session of SEWOCON, chief minister Manohar Lal Khattar addressed RWA representatives and launched a booklet on structural safety. The move comes against the backdrop of the collapse at Chintels Paradiso, which claimed two lives.

Speaking about alleged irregularities among developers, Khattar said that since 1985, only 15 of 2,000 builders had taken completion certificates. A completion document is granted to certify that a developer has completed all the works in a colony in keeping with the plan. After getting the certificate, a developer has to take care of the colony for five years before handing it over to a government agency for maintenance.

On Friday, Khattar directed the town and country planning department to prepare a list of 100 developers — starting from the oldest projects — and ensure that all pending work and deficiencies were completed so that the projects could be handed over to the RWAs concerned. To ensure that the work was done within a fixed time frame and with transparency, Khattar directed the DTCP to appoint a nodal officer. He said he would himself monitor the progress as he also holds the town and country planning portfolio.

A policy is being formulated for the proper handover of residential projects to the RWAs. Soon, the draft of the policy will be uploaded on the website for 30 days for inviting suggestions from the residents’ associations. The policy will then be published. The policy will also include the rule for internal governance of the associations, said Khattar.

Navdeep JP Sardana, the CMD of Whiteland Corporation who collaborated with H-Rera to organise SEWOCON, said he wanted to bring all stakeholders, including RWAs, developers and departments, on one platform.
