GURUGRAM: Around 150 families have been living in Shree Vardhman Mantra, a housing society in Gurgaon’s Sector 67, where the work is yet to be completed and does not have an occupation certificate (OC) from concerned authorities.

Notably, the project is unlikely to get clearance for an OC as the builder’s licence already expired in 2015.

A homebuyer, Naveen Shakti Garg, said that the builder has been delaying the project for more than five years, but has not been able to obtain an OC for the society.

“In February this year, the builder started offering possession with fit-outs to buyers, promising all the facilities at government rates. However, now he is charging extraordinary amounts,” she said.

“To save themselves from liabilities, the builders offer possession with fit-outs to buyers. Those who have been waiting for a long time and paying rent as well as EMI, are in a hurry to move into the flats and fall prey of such tactics,” said another homebuyer.

In December last year, after TOI reported that 1,200 homebuyers in the Mantra project were awaiting handover, the developer gave possession to 150 buyers illegally.

Due to the lack of an OC, the flats do not get permanent supplies of power and water, nor is there a proper sewerage system. According to some homebuyers, the builders have diverted the money to a shopping mart, which is adjacent to the residential project.

Despite buyers’ complaints at various platforms, including the CM’s window and DTCP, there has been no action against the developer.

Pawan Kumar, another buyer, said he had been paying rent as well as EMI before shifting to his flat. He said the developer offered him possession on a fit-out basis. “Around 150 families moved into this incomplete project while another 200 are planning to move in within a month,” he added.

He also said that residents have been paying high electricity and maintenance charges, whereas even the approach road has not been constructed.
