GURUGR AM: Three property owners have been booked for allegedly carrying out alterations in buildings in violation of the sanctioned plans after the department of town and country planning (DTCP), which has intensified its drive against illegal construction following the cave-in at Chintels Paradiso, recommended that an FIR be filed in the case. According to DTCP, illegal construction has been carried out at floors in Vipul World in Sector 48.

After a cave-in at Chintels Paradiso where the living rooms of five flats in Tower D collapsed vertically from the sixth to the second floors on February 10, several structural experts had warned against unauthorised construction and internal modifications in buildings as it weakens the overall structure, leading to its collapse. Also, residents in highrises such as NBCC Green View had alleged structural defects in buildings.
The property owners, according to the DTCP, have carried out unauthorised construction in balconies without obtaining permission from the competent authorities. They had been served a show cause notice in October last year and a restoration order in January. “But they failed to furnish a satisfactory reply, failing which the action was initiated against them,” a DTCP official said.
District town planner (enforcement) RS Batth said the builder floors were constructed by Kavita and Sunita and the occupation certificates were registered in their names. “Later, the four floors were sold to new owners, including Prateek. Either the original owners or current owners have carried out illegal construction in violation of the norms. Therefore, the department has included all of them in the complaint,” he said.
He also said after the cave-in at Paradiso and allegations of structural flaws in other highrise buildings, the department is taking serious action against the property owners who have violated the building norms causing threat to the lives of residents.
The department has found violations in the properties of Vipul World, a plotted colony, for which the licence had been given under Section 3 of Haryana Development and Regulation of Urban Areas Act, 1975.
As per the section 3, any construction or modification in a colony without permission of the competent authority is a violation. But despite receiving the notice, the offenders have deliberately continued with illegal construction at the properties.
