This will be the third meeting of this advisory council since the Real estate (regulation & development) Act, 2016 came into force. The first two meetings of the CAC were held in May 2018 and April 2020. The second CAC meeting which was called due to the emergency situation arising out of the Covid19 pandemic

The Ministry of Housing and Urban Affairs (MoHUA) has convened a meeting of the Central Advisory Council (CAC), which is constituted under the chairmans hip of the Housing Minister, on April 12. This will be the third meeting of this advisory council since the Real estate (regulation & development) Act, 2016 came into force. The first two meetings of the CAC were held in May 2018 and April 2020. The second CAC meeting which was called due to the emergency situation arising out of the Covid19 pandemic. In this second meeting held through video conference, it was decided to allow a 6-month extension to the developer for project completion. Forum for Peoples’ Collective Efforts, the pan-India homebuyers’ body has been following up with the ministry to convene a meeting of CAC and had also recently written to the Minister of Housing Hardeep Singh Puri. The homebuyers’ body had highlighted deviation in the state-specific RERA rules and prevalent malpractices in various states despite the RERA authorities in place. It has also alleged that RERA authorities have deviated from their responsibilities. RERA authorities are not taking steps to ensure full transparency by the developers at the time of sale and no course of correction is directed by them while construction is in progress to avoid litigations later on. Enforcement of RERA orders remain a key concern area as the authorities have not been able to get their own orders against the builders executed, FPCE General Secretary MS Shanker had said in the letter to the minister. FPCE has stressed on conducting CAC meetings more frequently to review the performance of state RERA authorities and undertake corrective measures to ensure better protection to homebuyers.
