Gurgaon: Residents of Emaar Emerald Hills in Sector 65 have filed a complaint at the CM Window over the lack of roads linking the 200-acre township to other parts of the city.
According to residents, the approved layout plan of the project, with the help of which the developer Emaar India procured the occupancy certificate (OC), shows three 24-metres-wide access roads connecting Emerald Hills with main roads, including Golf Course Road (Extension). These roads, however, remain on paper, even though the builder has handed over possession of 2,000 units, they alleged.
Residents said they had approached the department of town and country planning (DTCP), but failed to get any relief. In the absence of access roads, residents have been using an unpaved village road full of potholes for the past four years, they said.

 

In the CM Window complaint, which was filed on Tuesday, residents alleged that the builder has misrepresented, misguided and cheated them. The district town planner (enforcement) RS Batth had on August 3 directed Emaar to construct at least two approach roads within a month but no action has been taken till date, they claimed.

“Emaar showed three access roads in its sales brochures, but it has failed to provide even one dedicated 24m-wide road ensuring connectivity to more than 3,000 residents currently staying in the township,” said a resident.

As per the project plan shared with homebuyers and DTCP, the township is supposed to have three access roads for commuting and in case of fire or medical emergencies. But despite selling every inch of land and collecting all the amount due from buyers, including external and internal development charges, the builder and DTCP have failed to provide the road network, residents alleged. They also question how the OC was granted for the project without the roads being built.

When contacted, DTP Batth said the builder tried to comply with the order, but it got stuck in a legal issue. “We are committed to resolving the matter. We will ensure the roads are constructed soon by the builder so that residents get relief,” he said.
