GURUGRAM: More than three years after he officially announced the project, Haryana chief minister Manohar Lal Khattar on Tuesday approved the revised detailed project report for the Sheetla Mata Medical College, the first state-run higher education institution for MBBS studies in the city. The CM also cleared the comprehensive mobility plan drawn up by GMDA, of which he is the chairman, in the first meeting of the agency since March.

While the proposal to build the medical college was announced by the state government long back, it was officially announced by Khattar in 2017. The 700-bed medical college was proposed in Kherki Majra in Sector 102 at a cost of Rs 679 crore.

 

Talking about the project, to be built at a revised cost of Rs 981 crore, the chief minister said that the medical college will have 250 MBBS seats. “The medical college will be developed with the latest facilities and it will have residential hostels and quarters for the students as well as the doctors working at the hospital,” he said, while addressing the media after the meeting.

The revised DPR includes a multi-modal public transportation hub at the entrance with provision of bus halt and transport exchange with various modes like taxis, autos, rickshaws and two-wheelers, and increase in the number of operation theatres from a total of three to 19, bigger labour complex, and upgrade of various lab and academic facilities for easy expansion of intake to 250 per year.

A copy of the meeting agenda, accessed by TOI, further mentioned that the revised DPR also has a provision for a basement parking for additional 400 cars under academic blocks and residential accommodation to cater to realistic projections and amalgamation of emergency centre with increase of beds to 100 for practical patient care.

Talking about the meeting, GMDA CEO VS Kundu said that the chief minister had approved all but two agenda items, including the proposal for a service lane along Dwarka Expressway, which has been put off for further discussion. “Among the major projects, the comprehensive mobility plan and the changes in the project for upgrade of Central Peripheral Road were approved by CM,” he said.

The meeting happened after a break of nine months, whereas the GMDA Act requires an authority meeting every quarter.

As far as the comprehensive mobility plan is concerned, it proposes a city-wide cycle track network system, integrated multi-modal mass transport system, including MRT, buses, terminals and road network system plan, which is hierarchical in nature covering new roads, road capacity augmentation, parking, freight transport, road safety and Institutional strengthening proposals for urban transport in the city.

Kundu also said that they had also discussed the ongoing projects and the issues faced by the metropolitan development authority in terms of revenue generation.

Talking about the income and expenditure incurred by the metropolitan authority, Khattar said that GMDA incurred a loss of Rs 30 crore in the previous fiscal. “We are discussing various ways of generating more income for GMDA so that more development projects can be taken up by the authority,’’ the CM said.

Among other things, the chief minister also gave approval to the construction of two sewage treatment plants — one in Dhanwapur for 75 MLD and another in Behrampur with 90 MLD. Khattar also approved the construction of a drain along CPR as proposed in the comprehensive drainage management plan. The project will be executed by NHAI, whereas the cost of the project will be borne by GMDA at Rs 135 crore.
