Gurgaon NPR project hurdle: Huda gives allotment letters to 60 oustees 

Clearing a major hurdle to the completion of Dwarka Expressway, the Haryana Urban Development Authority (Huda) on Wednesday gave possession letters to about 60 people who were evicted to make way for the Northern Peripheral Road (NPR) project.

The letter, it is hoped, will not only ensure early rehabilitation of the oustees but also the completion of the long-delayed road project. The authority is also hoping for a resolution of the legal issues pertaining to the general power of attorney or special power of attorney holders, who moved a petition in Punjab and Haryana High Court against the Huda’s refusal to make them part of the plot draw. March 15 has been set as the next dare hearing on the petition.

Over 568 oustees of the Dwarka Expressway project — from Chauma, New Palam Vihar, Kherki Daula and other areas — had applied for alternative plots under the Final Terms of Settlement of 2015. The Huda had deemed 212 oustees eligible for rehabilitation and handed allotment letters to 148 of them. However, as many as 64 oustees are GPA/SPA holders and their rehabilitation hopes rest solely on the Punjab and Haryana High Court.

On Wednesday, the allotment letters were given to over 60 oustees from Kherki Daula whose plots have been acquired by the urban authority for construction of the expressway. “This day also marks the beginning of the six-month period the oustees have to shift to their alternative plots. We’ll take possession of their plots once they are vacated,” Yashpal Yadav, the Huda administrator, said. The Kherki Daula oustees are being offered alternative plots in Sector 37-C.

Apart from them, around 20 oustees from sector 81 to 95, whose plots or structures have been acquired by the Huda, were also issued possession letters on the day. Yadav said the demarcation work in sector 37 C has been completed and the authority will complete the development work as soon as people start taking possession of the alternative plots.

The Huda will also have encroachments removed from Sector 110 A where the oustees from New Palam Vihar are to be rehabilitated. “We will start handing out possession letters to the oustees from that area in a week. The ground work is being done in the sector currently,” Yadav said.

Dwarka expressway project has been hanging fire since 2010 and the project has missed seven deadlines due to legal hurdles over the rehabilitation of oustees. However, Haryana chief minister Manohar Lal Khattar has directed the Huda to put the project on fast-track.
