Huda holds draw of lots to allot plots for Dwarka expressway oustees

The Haryana Urban Development Authority (Huda) on Tuesday conducted a draw to lots to allot plots to 40 more oustees of Kherki Daula to construct the Northern Peripheral Road, also knows as Dwarka Expressway.

This comes a day after allotment letters were given to 61 oustees in Sector 110-A, New Palam Vihar.

Yashpal Yadav, Huda administrator, said the allottees will be given allotment letters latest by the end of February.

Vivek Kalia, Huda estate officer, and other senior Huda officials were present at the draw of lots held at John Hall in Civil Lines.

The oustees along with their families and relatives arrived to attend the draw they had been waiting for past eight years.

“I purchased land in the 1990s but the Huda acquired my plot with built-up area in Kherki Daula for the NPR construction in 2009-10. Since then, we have been waiting eagerly for alternative plots. Now we will get money to build a new house at a new plot, as per the terms and conditions of the rehabilitation plan for oustees of NPR. Huda has assured us that money will be distributed in one month,” said Surender Kumar, one of the beneficiaries.

Huda said of the total 568 NPR oustees, only 212 oustees have been found eligible under the government rehabilitation policy.

“The 212 oustees are sale deed owners and they have both a general power of attorney (GPA) and a special power of attorney (SPA) for the plots as well as the built-up houses. The remaining oustees are only vacant plot holders who will be given a monetary compensation. Also, the deed owners are eligible as per the policy, while GPA SPA holders have moved the Punjab and Haryana high court where the matter is pending,” Yadav said.

“As of now, more than 100 NPR oustees have been allotted plots in a draw of lots at Sector 37-C in Kherki Daula and Sector 110-A in New Palam Vihar,” the Huda administrator said.

It is worth noting that Huda has to resolve oustees rehabilitation issue and hand over the land for the NPR to the National Highways Authority of India (NHAI) which has taken over the project recently.

The oustees’ issue has been a big hurdle in the construction of the NPR at the two locations with oustees moving to the court demanding a compensation and holding several protests over the years.
