News: HRERA adds one more member, restored quorum to help expedite case disposal in Gurugram-16-10-2025
GURUGRAM: Haryana Real Estate Regulatory Authority (HRera) has regained its full strength with the induction of a new member.
"Gurgaon bench of HRera, a week ago, inducted Phool Singh Saini thus completing the quorum of four members. It will ensure faster disposal of complaints filed by homebuyers," an official statement issued by Authority said.
Saini's appointment fills the vacancy, which arose after the retirement of SK Arora in Aug 2024, thereby restoring the complete quorum consisting of chairman Arun Kumar and members Ashok Sangwan, VK Goel and now Saini.
He brings with him two decades of judicial experience in Haryana across multiple forums of consumer and civil justice. His expertise is expected to bolster HRera's functioning, particularly in handling a high volume of complaints related to project delays, possession disputes and other grievances against developers.
An HRera official said, "The addition of a fourth member will help redress more cases daily, thereby reducing the time taken to resolve matters." Officials said the pace of hearings and decisions is likely to improve substantially.Before joining HRera Gurgaon, Saini — who has been appointed by Haryana govt through a recent order — served as the president of District Consumer Dispute Redressal Commission (Palwal).
In Haryana, two Real Estate Regulatory Authorities operate under the RERA Act — one headquartered in Panchkula, which oversees the rest of the state, and a dedicated bench in Gurgaon, which is the only city in the country to have its own RERA. This bifurcation was created in 2018 to handle the unusually high volume of real estate disputes in the region. Gurgaon bench handles thousands of homebuyer complaints annually, largely from the NCR's most active real estate markets in Gurgaon, Sohna and surrounding areas.
